I hear a bent bass and some washy synth in the background, at least on the voice nothing I would call effect...

I'm guessing what you're looking for is the "whoosh" in the background? White noise with some kind of filter resonant sweep?

It's a swell effect. You can find it in Big Fish Audio's Rush Progressive House Vol. 2 pack.
