Free Audio to MIDI tool, or free groove quantize application?

Hey everyone,

I discovered the groove control feature in Reaper this week and am looking for ways to expand on it by getting groove files from audio. Basically the groove feature in Reaper can extract a groove from a MIDI file, but not from audio. I own Kontakt which has an export feature for MIDI slices I believe, but only for timing data as far as I know. I'm looking to export both timing and velocity data.
Before I get a play it live comment, I do play most of my drums live(one of these days I want to be able to play a nice septuplet swing live) and make slight adjustments afterward. But the groove tool seems like a nice tool to use on occasion with dance genres.

So any suggestions on a free, or very inexpensive($30 or less) tool for the job?
I don't really want to spend money on this as it's not something I expect to use all the time.
