I added a couple notes and want to move them to be adjacent to existing notes.
When I do I get this display effect.
What is the meaning? (Impression is overlap, but snap says can't be
)

Yes, good observation, the notes are overlapped.
While the phrase is snapped, the notes may be at a fractional position. It is a good idea not to have space before the first note of a phrase.

FWIW
Those seem to have occurred as a result of detecting phrases on a midi file import. Perhaps related to the multiple note offs item you worked recently. (Existing compo has the previous import...)
