Considering that Metal is platform specific, and developers that adopted Metal faced big problems when they tried to come up with a Windows version, I wonder what will be used instead

Chances are they won't allow 10.14 on your MacMini. Metal support seems to be the cutoff as the current beta requires Macs from at least 2012. A lot of graphic cards have lost support too from what I'm hearing. Luckily my test laptop has a HD4000 which does support Metal.
