Register, if you haven't already. Click on "Computer Music". Choose the issue you want to unlock. Follow the instruction on screen.

There is no general database. The issue's content includes all the CM plugins which have been released until the point the issue was released. Sometimes there are offers which are only available for one specific, but, that's rare. And, some plugins have been dropped, when they were only available as 32-bit versions, or they're not available for some other reason.
