So, in relative terms the panned levels almost always increase relative to the center level, right? A boost for the panned levels is basically the same as a dip for the center, after adapting the master volume.

I think that is pretty accurate. Reaper base settings on how much you reduce centered pan, even individual tracks can have it's own pan law. I guess it can simplify when automating to not get rediculous complicated linearity to get an even movement etc.
But think most daws have at least one option that is just cutting the side that you pan away from.
