Playing WAV samples is a built-in Reaper function:

Every VST sampler (free or paid) will play wav files.

Or do you mean wavetable type like saying "penis" to your microphone and recording it, then drop it to Serum oscillator and wiggle that "penis" wavetable back and forth you hear "penis, sinep, penis, sinep"...
