If you're using Windows, this will do the trick:

http://www.xlutop.com/buzz/zip/shell2vst.zip

I believe there is a howto included, but basically you can either run it from the command line or just drag the WaveShell dll onto the .exe, which will create a Waves directory in the same place that the WaveShell is located, with individual dlls for all your active Waves plugins.

There is only one problem: it fails to convert all VSTs. I'm using Windows 10, with the lastest Waves V10
all of mine work, which ones are a problem? if you have more than one waveshell .dll are you dropping them all on the .exe?

Worked slick. But how do I keep the DAW from defaulting to the waveshell?

oh i remember again, with v13 i got again a shell and it just sucks, does anyone tried this with v13?
