sampletank free has a free ooh choir. In the past was a deal for $1 from pb AiR xpand! has some very nice choirs and pads incredible value. I haven't heard many examples of vocal pads in d16 lush-101 , but it has a very nice vocal filter. Synthmaster 2.9(probably in synthmaster player too real cheap right now) has some good vocal pads MK oberheim choir comes to mind I know there were more than just that, but can't think off top of head right now.

zynaddsubfx has excellent vocal pads, it includes
formant synthesis. There is a zyn subforum here in the
forums listings. It's also 16 part multimbral, so multiple
pads are easy to blend. The Folderol Collection (Will Godfrey)
soundset has 7 or 9 such sounds.

You could use granular synthesis and import your own vocal samples then smooth out your chosen grains with longer attack times. You can create some unique results this way that you wouldn't otherwise get + its made with a vocal of your choice.
