Vote - Miguel sound help

Hi folks,

I'm new to sound design and I have been having some trouble figuring out how to make the chords sound that starts around 0:16, and alongside this I've been wondering if its the same sound that can be heard at 0:25. If anyone can lend me a hand with pointing me in the direction to recreate the sound, that would really be appreciated. I use FL Studio and have access to Serum if its possible to use that as the synth to create the sound.

Just load the song where the chords start to where the sytrus chords are
there's a phaser in the effects that I didn't put in but it's super obvious
