I want to enter midi on standard notation engraving software and output it into MIDI. Using MuseScore 2 or Lilypond has not been very useful because the MIDI isn't accurate.

Lead sheet pdf > Manual Entering on Notation >> output to MIDI file

I have been working with a lot of lead sheets and other simple notation pdf documents. I have never liked just viewing the midi on the piano roll when entering in printed notation. Musical OCR has proven to be unreliable on simple melodies (Slurs are still an issue in 2018?). I don't even mind doing it with Lilypond and seeing the notation engraved, but the return from notation to midi is what I am missing.

Take a look at Overture 5 from Sonic Scores, demo available. https://sonicscores.com/

It's not free, but has a fair amount of MIDI support in the form of a piano roll editing window, in addition to the staff view window.

Export as MIDI, or MusicXML.

It has VST support so you can add playback through 3rd party virtual instruments.

You may already know this, but Reaper has a notation editor now. Maybe that could meet your needs, for less money! So does the free Cakewalk (former Sonar) by Bandlab, but that staff view has some long reported bugs and hasn't been significantly updated in years. Both of these DAW solutions would be best used for MIDI editing and output, but not for printing of scores.

Why not? Reaper can print a score!

Printing out a lead sheet or basic notation is not the same thing as printing a score. Sibelius and Finale are what the pros use for that.

OP Here: Once again I wanted a quick way to create MIDI from Notation instead of a piano roll. Not worried about printing anything

I found my solution of quickly inputting the with notation. I am using ABC Notation http://abcnotation.com/ as my system and Easy ABC as my editor https://www.nilsliberg.se/ksp/easyabc/.

My technique is I just use the simple text entry (Think of text entry as a visual shortcut key system :) ) C major scale is C D E F G A B c. To change the not length you just use a number after the not so C4 is a whole note (If your on standard length is 1/4) and to a 8th note is C/2 (C divided by 2) and rest are z.

I then export the notation into MIDI. Fastest thing I have found. Took me about 45 minutes till I got fast. And now I am blazingly fast. Much quicker than a mouse and MIDI for me. I just want to dump maybe 35 to 70 bars of notes from a lead sheet. EasyABC graphically shows what I have typed and it even does lyrics if you need them to find your place.

MuseScore (No decient MIDI output and much more features geared for engraving notation)
Lilypond (Again no decient MIDI output and much more gears for engraving scores)
Musical Notation OCR (Not accurate enough to be worth it. I blame you slurs)

But both MuseScore and Lilypond, not accurate? No offense, but that sounds like it could be user error? They are both good enough for educators and professionals alike.
It's just that ABC Notation handles bars and slurs better. MuseScore and Lilypond are great but the midi export is secondary and in my experience it shows. I have the score right in front of me and it absolutely what I wanted. The midi export was not the same. When I did the project in ABC Notation I got exactly what I wanted and it was also easier and faster to use for my purposes. I am sure someone doing classical music or arrangements would have the exact opposite experience I did. Just tools as a solution to real world problems. The best tool for me is ABC Notation.

MuseScore and Lilypond didn't handle starting partial bars properly, but ABC Notation handles it great. Slurs with Lilypond and Muse not one bit tried to handle them. The second issue is I had several midi notes would overlap into a slur when they were not slurs on export. Also so much easier to throw up notes and lyrics in ABC Notation.
