A friend of mine is working for a local TV and boy, they get lots of sounds and music from the web and don't pay royalities (but don't dare to steal them a show!)
same for news papers. I did few contracts for a newspaper and when I was needing pictures they sent me scanned images took from everywhere and put some faked copyright under it.
hey. lots of musicians are using others works without paying!
