sorry to be asking this.. it seems like something i should know ... i did search for an answer but didnt have a lot of sucsess...

is there a quick way using a vst or external proggie
to split a wav into 1/16 (etc) slices ? (output to separate files with no manual work whatsoever)

I would think one of the loop slicing applications or VSTis like ReCycle, BeatSlicer or Dicer would do the trick. I quick search on BeatSlicer found the following VSTi on KVR:
