I have some pitch bend data that continues to drop until the end of clip. Immediately following that is a second clip that resets the pitch bend back to zero. The pitch bend event at the start of the second clip is sometimes ignored. Whether it is ignored or not appears to be deterministic depending on where the play pointer is reset to.
I have made a video demonstrating the problem:
If I play the track from the beginning, it's totally random whether it will execute the event or not. Also if I setup loop markers around the clip change, it's completely random. If I move the pitch bend event 1ppq later in time, the event is always executed.
The clips are straight clips. No looping, no linking.

2 things that you could try
(1) Select both midi clips and ' create group clip'
(2) Raise your audio buffer size.
A quick test might be to reduce the tempo of the edit quite a bit and see if the behavior is still there ( this would indicate a latency problem i guess ) I'm thinking that the CC data is not being activated properly before the note onset. I usually do what you have done tho and move any offending MIDI cc data back a small amount as a workaround.
