So would that mean the time divisions (bars n beats) are no longer usable?

No. It means that you adjust the timeline to, or make the barlines match the music you play in, or the audio you import in. It comes from Cubase Time Warp.
As opposed to determining what the BPM is first and then meeting that with your MIDI or your audio.

IE: you can shift the timeline but the track contents remain in place.
it's new and I don't have it but from Cubase there is Linear time vs Musical Time, the latter [Musical Events Follow] with tracks in that mode move the content of tracks with the timeline shift. I don't know why they'd omit that aspect. Plain Time Warp and Linear base tracks only the timeline changes.
