I have assigned the following shortcut keys (see picture) but nothing happens when I press the keys.

What keys did you actually press to get the assignments? Are you using a numpad?
I would have expected the shortcuts to be "ctrl + ," and "alt + ," etc.

I did press that key to assign the shortcuts and, as you can see, it did register correctly.
But when I'm in the midi editor and want to use it, nothing happens.
The reason I want to use these key combinations is that I can then alter between arrow and pen mode with my left hand, while still holding the mouse with the right hand. It speeds up editing / entering notes considerably.

Ok, this is a known issue with some non-UK/US keyboard layouts.
It's in our backlog so hopefully we'll get to it soon but when I last looked it was non-trivial to fix and avoid breaking everyone's existing assigned shortcuts. Hopefully we can find an appropriate solution.

OK, i see.
