To "sequence VST" I'd say: Energy XT. It lets you put VST's in any sequence you want
Now really, what do YOU want from the sequencer or shoud I say host? How do you want to make songs, what type of material do you use to make the songs? Audio tracks, sample loops, or midi (that is: the notes that play VSTi's).
Do you want to edit notes like in standard music score, or on a piano roll, or record notes from midi keyboard? Do you have musical equipment other than the PC? Do you have musical knowledge and/or experience?
And the budget ofcourse... Answer these questions for us, and we can pick a host that fits your needs.
Or be brutal and download a demo of some candidates and see weather you like them yourself.

you cannot go wrong with frooty loops (FLstudio) as a starting point.
There is a free demo version (great for just demoing synths and/or making acid loops). There are also $50, $100, $150, and $300 versions; all upgradable by small steps.
And even if you ultimately decide to go with another host, you can still use frooty as a VSTI from another host.
Also, frooty flows well. It seems like it was written by someone who actually uses their own code, if you know what i mean. All the defaults are set intuitively, and it does not pop up a million stupid option dialogs everytime you twitch your mouse.
At the opposite end of the sanity spectrum, there is Sonar4 -- (LOL, a $100 "workflow" upgrade, to partially ompensate for all the poor programming decisions made over the years).

I'm familiar with Fruity, but thats not what I'm looking for,
I need a VST plugin, a sequencer, to sequence waves with, not a VST's... like a sampler with sequencer which I could use under my host (Cubase) for creating loops and stuff much easily than drawing it in the piano roll...
