I'm looking for a FREE mp3 tag-software for windows, that can add a picture to it as well. I had one, but don't remember it's name anymore. I don't need a converter as I already have one.

I've been using mp3tag for a long time. If by picture you mean an album cover, it does that. Can add multiple covers and designate front, back, etc..
