I would try a reverb or delay with a freeze option that you can assign to a controller. Eventide Blackhole is currently on sale and I think it might be able to do it.

Bumping this question, since Gamechanger Audio is currently having a sale and it got me thinking about the Plus pedal.
It's a very specific type of looper that finds clean loop points automatically and sustains that way -- it's not a granular timestretcher, infinite reverb, spectral freezer etc.
I *have* been using spectral freezes or long reverbs controlled by a footswitch, and that does the same general job but the specific character of it is quite different...
