I agree. Since it works with Logic and not with FL Studio and exhibits issues with Ableton, I think you have now narrowed it down to a software problem. Most likely something related to the drivers is misconfigured. Did you migrate you system from your old setup with a migration tool (Time Machine or similar)?
If this is the case something might have not translated well and a full, clean system reinstall might help. But I would be careful choosing that option. It tends to be a lot of work and if it ends up not helping you essentially wasted a lot of time and energy for nothing. On the other hand, you do have a nice audio interface. Getting that to work properly might be worth the effort. There are people using your interface with newer Macs as far as I know. So it should be possible to make it work.

You could however go into Recovery Mode on a restart and 'install Mac OS'. (If you did establish your system from Time Machine off an external drive.)
I hated Mojave to the extent I seriously considered erasing the drive for a clean install, but that's murder afaic.

that's a good plan. I will try installing OS to an external SSD from scratch boot from there and troubleshoot. But it will take a while to report back.
