It looks like Avid have given up on expecting Pro Tools First users to store their projects in the cloud. As of May 2019,
You can now create and save as many projects as you want locally on your computer, giving you unlimited creative freedom. You can choose up to any three projects to sync to the cloud for anytime, anywhere access.

But wait,
Be aware with Pro Tools First, these projects are not local in the same sense as a conventional Pro Tools session, Pro Tools projects are stored in locally on your computer in a cache. You will now be able to create an unlimited number of projects, store them in the cache on your computer, and then selectively sync them to the cloud. This way you no longer need to delete your projects simply to make space for a new project because you have exceeded the old 3 Project limit.
