It looks like Avid have given up on expecting Pro Tools First users to store their projects in the cloud. As of May 2019,

You will now be able to create an unlimited number of projects, store them in the cache on your computer, and then selectively sync them to the cloud. This way you no longer need to delete your projects simply to make space for a new project because you have exceeded the old 3 Project limit.
