I'm trying to export multiple tracks of MIDI out of Cubase, to bring into another DAW. The only options for stems export force me to bounce all the tracks to audio.
Is there a way to bulk export the tracks as MIDI?

Yes: Just export as "midi-file".
In this case all single midi tracks are contained in one midi-file.

Yes. As enroe said, it is: Export or Save As > MIDI File.
Of course, that won't contain the actual instrument files so the other person has to have the same synths+patches or use their own (which will of course be different). If you need those exact sounds and the other person doesn't have the same instruments+patches then you need to export Audio Stems.
When mixing other people's work I commonly like both.

Type 1 is multi-channel
Type 0 is all tracks bounced to one, which would be a total mess in this case.
