SynthEdit MidiFX Plugs or other Modular VSTs?

can SynthEdit be used to only create MidiFX Plugs? I am using MUX Modular at the moment, which is great, but missing a few features to let me realize what I want to do and I'm looking for another Modular Environment that can be ran as a VST/AU.

Hi, No. SynthEdit can process MIDI, but cannot 'save-as' a purely MIDI effect plugin.

Reaktor maybe? Reaktor 6 shows up as a MIDIFX in Logic at least...
