It is a very good idea, and as with all worthwhile charitable things is worth both taking the time and effort to do properly,and to be sufficiently hard-headed to to ensure the heart's soft intention is fulfilled.
My first suggestion would be for folks to do some local research and find such programs in their areas and see what's what with them.
Second, if you want to do this, you should form a committee to make an efficient division of labor, and to make decisions and evaluate the information about potential recipients.
Anything else I can think of, I'll post. And If you get it together, I'll donate some samples.

Sounds..complicated..
Build enough initial inertia & you might pull it off, but coordination amongst a large group here isn't the easiest thing to pull off..

there are already a LOT of things like this in the uk. Prob for most people is u ain't gonna get the money unless:
You live in inner city
You are an ethnic minority
You are gay/lesbian
You have one leg
And so on
Good idea if u could get the money to the right people. But its just gonna be way too much work.

aw, dude.. i didn't catch the full gist of this but did see that it was about starting some public music program?
i knew this girl, mother was heroin so she was homeless at 11. drifted around, no education or job, when she was 20 she secured funding and managed a shelter for runaways on nothing but determination.

Is there really anyone here who honestly can not work themselves enough to get what they need to do what they want? Out on your luck my ass... if YOU can have enough determination to buy something for them, they sure as hell could have the determination to get it themselves if they needed.
