In August they sold the full 2.1 for 149$ (I just checked their promo-mails from back then) - pretty obvious that when getting this deal you don't qualify for a free upgrade, no?

I will say that before I even heard they had a grace period at all I was more than happy with a $200 upgrade price for $1000 software. I've seen much worse over the years.
If I don't qualify (which I probably won't), I have no issue paying for the upgrade once I can.
Greed has nothing to do with it.
As far as features, I'm liking the preview vids I've seen. I'm not able to test it on my own computer as, for some reason, the brand-new trial I just downloaded is listed as "Expired" in my account. Ummmmm...

I did not call you greedy (or anything else for that matter).
If true that someone who had purchased it on August 9th was eligible for a free upgrade, that person somehow/for some reason most probably had purchased 2.1 for its normal price.

Anyway, I got my reply. I'll live with and be satisfied with their response.
Oh, and I was able to resolve my trial issue, as well, so I'll be able to check it out for myself.

How do you find the Ozone 9 GUI?
For me its visually a step backwards from the Ozone 8. Its too black, not that intuitive than the ve.8, even
the resolution appears lower in the ver. 9. Is this the price of scalability? Ver. 9 includes new feature, but
do these leave partly unused, because the bad GUI implementation?
Ozone 9 appears to me like a hasty together slapped version of the ver. 8, in a word incomplete - too busy to launch the
product, iZotope?
I wish, that we get the ver. 9.1 soon, where the plugin in completed.

For the most part, Ozone 9 looks noticeably better to my eyes, especially when going full screen (currently on a 1080p monitor). And the metering is very noticeably better - very smooth compared to version 8. Interesting. So far I have used the ver. 9 only in my laptop, and I can't agree with you. Even the scalable UI is incomplete in the way, that the minimum size of the UI is restricted too big for the laptop optimal resolution (HP Omen). The additional number information-panel in the lower part of the Eq UI is badly implemented. And where are the other Eq tools, which I find in my ver. 8 left side? Etc.
These are first impressions.

Hey guys it seems with musical balance you can only! Balance 1 of the options? Only bass or vocals or drums.... the slider is set the same if you switch the element?

I suspect they know that the more you use it, particularly if you stack them, the more the audio gets mangled and it will be noticeable. So they probably recommend using it only once. But you can always try another Ozone and see what it sounds like, should be fine if you just touch up a couple DB.

I reported the bug to support where you are unable to resize plugin windows when running Ozone 9 Advanced in standalone mode (this applies to their own Insight 2 - which the whole point of updating that was to have a resizable window - as well as any other plugin).
This has been a bug present since Ozone 8 standalone as far as I can tell - possibly earlier. Their response?

Try this: In Ozone 9 standalone on a Mac, load an Ozone 9 plugin (not module) into the signal chain. Open it and try to resize the window. This is normal, you won't be able to resize your plugin within the VST plugin window of the Ozone 9 standalone application. However, it does sound like a feature that should be added. I can submit that as a feature request for you, hopefully in the near future to feature will be implemented.
