Still don’t see the issue (other than by strictly applying law as you’re attempting to do). If I pay $29 and am happy with that price that’s all that matters. We don’t need to be handheld through our daily shopping by the authorities.

Good call. There are plenty of problems in this world where nothing is done. Nothing special here. Obivously very minor in comparison. I hate Waves unethical marketing tactics as much as anyone but it's fairly harmless in the grand scheme of things. It's just audio production plugins so I just can't work up the energy to be terribly upset. There are lots of companies that do a lot more harm to people and/or the environment...
I will keep using the Waves plugins I still find useful/enjoyable, but I rarely buy anything new from them these days. Gradually I'm also finding equivalent or better replacements from other developers, but there are still a few Waves plugins I can't live without.

Take a single oscillator, producing a drone. Send it to the wave shaper, altering the tone.

I think we don't have to do anything. At all. See, I work in television, although just local, I meet professional soundguys regularly. The idea of a huge company you work for, that pays for all of your expanses is less and less common. Big chunk of work is being moved into smaller privately owned studios. And in those studios, the owner usually work in them.
The story of "everything was working fine until I tried re-install my machine" is more and more common. You have to realize, Waves stayed industry standard, because wherever their plugins were previously isntalled, they stayed working for a long time. But with the e-licensing and WUP mess they made recently, there is inherent and purposeful inconvenience in re-istalling your collection of outdated Waves stuff. That means, out of the sudden, there is quite a large possible expanse ahead. (depending on the count of plugins said studio has) ...and the studio owner would have to pay it from his pocket.
The only guys technically dependant on Waves are live guys with Waves Grids, but honestly, live consoles themselves are getting so good, that these folks need dedicated waves stuff less and less. ...effectivelly limiting their need for Waves to their favorite specialty plugins. They can have their 29 Eur CLA-Vox or whatever and stop caring about rest of Waves if they want.
The old versions totally can be installed, but Waves doesn't really want you to. That makes a lot of people across studios and across companies repeat the sentence that this topic is full of too. "I love my old Waves stuff, but I won't buy the new ones."
We don't have to do anything. As long as there are more convenient and more capable alternatives, people will slowly move from Waves. Accross the whole industry. They like to think they are Avid, but they're not. I wouldn't say the same thing about Pro-Tools. It's similarly outdated and underdeveloped product (oooh I can feel the fire coming), but that one is something people actually can't replace in their workflows. But plugins? Yeah, you just take one out and swap another one in. Solved.
Imho, all we need to do is grab some popcorn and wait for them to go down.
