H-Delay is a great tool, especially for vocals. Many established sound-engineers used it. I am mostly using integrate ableton stuff, like simple delay and ping-pong. Works great!
But you know, there is no such thing as 'best'. Just, something works best for one area, and something for other. You should identify the best for you in your style. Overall, Waves series almost unique for everything.

The main delay for me is Objeq Delay by AAS. There are just so many surprising sounds you can coax out of it!
