It looks like his NVidia Control Panel app. And the relevant setting (in English) says Use my preference emphasising:

It needs to be set to the LHS, which says Performance

FWIW upgrading my ATI Radeon RX580 drivers fixed this issue for me after upgrading my waves to v11.

Actually, I still had issues but figured it out. In case anyone need this.
Believe it or not I changed the windows GPU preference to internal (intel) and power saving and it work perfectly- I Kept the monitor plugged into the rx580.

Here's how to set GPU for your daw (Digital Performer in my case):
