As the title states. I went through lots of old and new apps for MIDI editing but none that would meet my requirements, which are:
- Piano Roll Editor
- MIDI out
- Loop (MIDIEditor has it all except for the loop function which is crucial)
- Stretchable note length - not quantized (SEQ24 has it all except this one)
- Piano Roll Editor
- MIDI out
- Loop (MIDIEditor has it all except for the loop function which is crucial)
- Stretchable note length - not quantized (SEQ24 has it all except this one)

Have you looked at ChordwarePA?
It has all that.
It has a leaning curve however due to it's versatility.
Added:
A Major update is in the works with a UI improvement...
It still will have more than 1 window, sorry.

Thanks for checking it out. If you're ever looking for the more transformative type options for midi, I hope you'll revisit it.

Hi YoddYarmonics,
Not sure if this fits the bill, but you may want to check it out:
wwwDOTcanatoDOTse/midiyodi/indexDOTphp
Graham
Edit:
- Piano Roll Editor
- MIDI out
- Loop (MIDIEditor has it all except for the loop function which is crucial)
- Stretchable note length - not quantized (SEQ24 has it all except this one)
All items are available. Not free. It's about $15. Editing as I had to close off before finishing the post.

it is now free.
What i see is that it's still a crippled trial because he wanted to honor the customers who paid for it when it was for sale.

Looks like you are correct.
Why not email him and ask for the full version.
I wonder if it will work in Windows 10.

Reason plugin version just got MIDI out I would choose that one now (or FL Studio as plugin) also bookmarked (not checked yet) https://www.kvraudio.com/product/phrasebox-by-venomode
https://www.youtube.com/watch?v=zYH_leDKUtQ
but the different MIDIfx/player whatever plugins in Reason much more versatile ones I would check that one first

btw. I'm using Nora, sources are chords and they can be chopped different ways using MIDI note triggerable clips, the out goes different MIDI channels
https://www.youtube.com/watch?v=Ad7H2KmlQsQ
in Bitwig the routing is easy just have to drop the different devices after each other and can be selected between them using its MIDI channel filter
