Cos most of the pieces I know use this range.

Double bass can’t produce a note below E1 in standard tuning, so you might be thinking of the wrong octave.

So that looks like a yes, thanks. Do you have an opinion on EW vs Spitfire Albion One, etc? Orch Tools don't use that range. I'm more interested in spicc/stacc articulations.

Unfortunately, I've only used EW stuff, and then only because of the subscription. These libraries are pricey! (I took out the sub as a kind of extended demo - when the year is up I'll buy whatever I've liked and cancel the sub.)
One tip: whatever you get, make sure the samples are at least 24 bit, the aliasing can be quite bad on 16 bit versions.

I think that you could use a effect to make it go lower.
If what you want is a good sample, you should try the ones of areitoproducciones they are great men

Well it turns out that Hollywood stings is only 16bit, it would only be for performance, I wouldn't be using it for productions, its just that its 60% off currently. I don;t know if can be bothered to spend £40 on an ilok though.

Do you need a dongle even if you sign up to the EW cloud?

yes, the physical dongle is referred to as "optional" for all the EW products I looked up, according to the website/manuals

yes, there are upgrade paths, although I have never paid any attention to how they adjust to product sales (i.e. if the product is 50% off, I have never actually checked if the upgrade path is also 50% off)
