I think any VST - or even native synths in your DAW- can do great basslines, but I particularly like 2 classes, when it comes to VSTs:

dedicated mono-synths, like The Legend, Monark or Repro; because they have this warm, lush, well-rounded analog sound,
FM or additive synths, like FM8, DX7-V, Sytrus, Razor, Harmor, Loom2; because of their very digital, cold & harsh sound,

Nearly everything mono and virtual analog will be good enough, if it has more than one VCO. It all comes down to parameter fiddling. Sine or triangle sub-bass, slighty detuned VCOs, fast envelopes and rather less resonance will get you some sort of "basic bass". From there you can move on to adding your own spice.

well, very subjective.... try anything and just go thru the bass presets till you find one you like

Dagger (for me fastest most snappy envelopes in the market, yeah even beats P900 for some sounds)

Try the Arpeggiator in the NI Komplete Kontrol Software!

Also, there a lots of MIDI-Arps for your DAW: https://www.kvraudio.com/plugins/midi-arpeggiator
