For features, sound and value for money I can't really fault Toneboosters EQ4.

Transparent: Right now Neutron 3 Elements can be had free at Plugin Boutique and its EQ is as clean as Pro-Q.

Agree to those above & Adding: Luftikus & QRange to the List.

The free EQ from Melda (is that MEqualiser?). It is surprisingly feasible. For a freebie, I think it is unsurpassed in terms of versatility. ...but I can understand others saying TDR Nova. Nova also looks very good.

Any PSP eq (when on sale)
