Tokyo Dawn Labs' NOVA and SlickEQ. They're free (and offer maximum quality with slightly reduced features). Once you're familiar with them, getting the GE versions gives you even more features.
Also Ignite Amps' PTEQ-x
It is a very carefully done circuit simulation of some old tube-based EQ units which have been used on a billion and one songs. Also free. Bursting with flavour.

In terms of flexibility I quite like the IK EQual and HEQ from Waves.
As these will give you clean surgical eq options as well as emulations form hardware and you can easily use these to custom sculpt a tone. I tend to use them when I'm not sure what "tone" I'm after, or if I'm complimenting another analogue eq.

I also recommend looking into the TDR products, especially Nova. Definately grab the free version, and if you like it, you can buy the GE version with more features later. It is a really versatile product of great quality. Not only a simple EQ, but also dynamic EQ, De-resonator with some AI function and you could even use it like a single-band or multi-band compressor. The only criticism i have for this plugin is that it uses quite a bit more CPU than a Pro-Q3, even in "Eco" mode.

FF Pro Q3 or DMG Equilibrium for most duties, whichever you prefer. If they are too expensive then LVC Toned-Max is my recommended bang-for-buck value (currently $25 on sale). For free, TDR Nova is my recommendation, and it covers dynamic EQ duties as well.
For modelled, character, and workflow the selection is wide open and it's up to your needs and taste. You'd need to explain your needs a bit more. I personally like LTL Chop Shop for its workflow; it has a laser-like focus on the low end which is great for drums and rhythmic music in general. For free, check out TDR SlickEQ.
For AI-aided, Newfangled's Smart EQ gives you plenty of control and doesn't get in your way. There's DSM v3 which captures EQ and dynamics from one song and applies it to yours. Not sure if this is within your scope. But if it is check out oeksound Soothe and Soundtheory Gullfoss too.

Invest in Pro Q3 for all your EQ duties and then after just add nice colored EQs like Curve Bender to your palette.

You cant go wrong with the FabFilter ProQ3.
It looks good, sounds good, and offers some features not available on many other EQs.
Try the demo.

For free the TDR SlickEQ and Nova are fantastic as is the Luftikus EQ and Melda EQ.
For paid plugins I pretty much use PSP's E27 which is a wonderful analogue sounding EQ and ToneBoosters EQ4 exclusively now. I had most of the EQ VST demos here and these two were my favorites.
Also, DMG Equilibrium and Acon's Equalize 2 have some unique and useful features.
