I didn't say different sample rates for each clip! It's for all of them.
Reaper will do this easily- it converts different sample rates on the fly to the project sample rate automatically. There are a few different normalise functions - I have not used those as I do that in RX as part of my workflow, renaming is also pretty trivial - and you would render (selected) media items rather than tracks, either through the master bus or not.

And the demo is fully functional so you can probably get the whole thing finished and still be in demo mode

I've been playing with the trial version of Acoustica and it seems to have a nice workflow for batches of files. Used it to normalise (to LUFS), limit and bit-depth-convert a bunch of samples. Worth a try?
Haven't tried splitting clips yet though.

In REAPER I would use region markers for all the sections to be rendered, add track effects and then render all regions as files, using either the region name or number wildcards to make sensible filenames. If some regions need special treatment then split the item and apply item FX. Create a custom action if finding something repetitive.

Consider an audio editor. One that does mastering gives many export choices. On Mac, I use DSP Quattro for those jobs. Great workflow.
