How can it not matter whether it's digital or analog pads? Wavestation for instance makes very different pads compared to a typical "analog" synth.

If you wait for a while (not long!) you will see a sale for Synthmaster 2.9 or SM One.
SM One has been on sale for only $29 in the past.

May I ask for your musical Targets? Which Kind of Pads? Examples?

Korg M1 and Wavestation haven´t been mentioned yet and depending on what you want to do there are other Alternatives, too.

AIR Hybrid and one more from them (cheap!) for Examples. Genesis Pro (32 Bit). Big Tick Rhino (FM, cute Thing, <3 it).

But if you ask me - personally - DUNE3 for Pads and some HQ FX afterwards ... Pads are the Weakness of the VST World and SM is Masoschism ;-)

You will get endless suggestions! But I suggest to start with the free ones and the CM magazine DVD ($5) and keep saving for something like Diva or Dune 3 or what's ever you really really like!

Also Pad's are all about processing too so it may actually be better to spend $50 on something like ValhallaDelay or Vintage Verb.

TAL-U-NO-LX is hard to beat for what you are asking.

Its an emulation of the Juno 60 which is still used by lots of new and old bands.

Great pads, bass, arps, etc....
