Those 2 methods are using a different root key (C4 for the "Keytrack (C4)" source) and the difference gets bigger with higher keytracking amounts which i just checked with one of those bass sounds. The "Keytrack (C0)" source is actually much better for this purpose and the result is mostly similar to using the "Flt keytracking" mod destination. That is also a reason why the 2nd keytracking mod source was added.
I would mormally only use the dedicated keytracking mod sources for other stuff but not for filter keytracking. There is a reason why the "Flt keytracking" mod destinbation is included and in the early beta versions the 2 keytracking mod sources were not even included.
If he downloads the patch that you have so kindly posted, saves it to his machine and tweaks it to how he prefers it, and is not to redistribute that tweaked version, you would have an issue with him or anyone else doing that?

Of course, at the end of the day, he can do with them whatever he wants (except change them in any way and then publish them referencing me), I suppose presets are not copyrighted, unfortunately.
