Rapid's resynthesis technique is to take one sample and create another sample out of it. The resulting sample retains the harmonic character of the source sample, but is now a seamless loop without attack or decay.

Arturia's CMI V also has it. The result is quite degraded though, but perhaps in a good way, depending on your taste.

You can also use free "Audioterm" soft to resynthesis a sample and save to wavetable to use in free "Surge" Synth.

Alchemy has always had it - it was pretty much Alchemy's main focus from Ben's POV (and before that Ca5000 but not as good quality)

Syne apparently has an interesting wavetable to additive import, and once in the additive domain can work with inharmonic partials:
