Has Windows Update 2004 Removed Ability to Disable Modern / Connected Standby and Tweak Laptop Power Plans?

I'll read the whole thread,
as I will hopefully(in a small way) apply my oldish laptop again.
It has 8 cores(i7something), and for 2 summers I think it was my main rig
If the summer's day was above 40 Celsius, it could get to above 90,
and it was a real problem. I live in a cooler place now, and maybe it's not heat that will finally take it out. I will explore the throttling on it perhaps since it has come up

So... is this a problem or not? Still on 1803 but 1909 is listed under minimum system requirements for Live 11.
