Why is there no proper Sample Library Manager (windows)?

It refuses description, allowing only the vague approach of adjectives: dark, light, raw, angelic. Who or what is making these noises? Where are they coming from and what do they point to? What kind of entity can leave such a troubling sonic remnant?

I have over 800 GB samples from many different genres and over the years I created my own Windows folder structure for my DAW browser to find easily what I need. I also tried several "sample library managers", but all of them didn't help me. My system is very simple. I have genre folders for the genres I'm mostly making music and I also have label folders, so that I don't buy the same samples twice. And if a sample collection includes loops and the midifiles, I relocate the midifiles in the same folder, so that I have the audio loop as a preview for them. And if I have only midifiles, I have a DAW template to record an audio preview and so on ..

Of course, most people would be disappointed along the line becuase it could never hope to implement each users' use cases. That is to be expected. But still, no one even attempts it.
Once the audio playback engine is done there's very little audio programming involved but file and metadata management combined with searching is complicated in its own way. I don't think most people get into audio programming to spend lots of time working out database queries
As you point out, the biggest difficulty is that there is no one good solution. I think you could roughly slice the audience in certain ways e.g. sound designer, musician and dj / sample pack loop users. But their requirements and use cases spin off at tangents quite rapidly.
To add more complexity you generally have to trade it for ease of use and elegance so whilst you may delight sound designers with certain features it could well negatively impact the experience of the dj / loop pack audience.
Also there's concerns like how much of the file management facilities available from the OS do you replicate to build and improve on? If you try and do something the OS already does but do it worse its just frustrating for users. So how much effort can you afford to make sure that its better than all the relevant OSes?
What I do think there is scope for as a more long term approach is looking at a way of making media management pluggable. We're already completely familiar with plugging things into the audio and midi aspects of our workflows but so far i've not heard of any approach to pluggable media search and management. I think it would be very interesting to see an API develop around those concepts and see host creators expose that as plugin points.

Loopcloud is pretty good; try that for sure. It’s auto tagging feature is pretty good, probably the best I’ve seen.
It’s really a shame that Samplism is Mac only as that is a real powerhouse and I’ve been loving it.
What I think is also needed is a way to save/categorize synth presets too.

I'd say take a look at Resonic, but for what you're looking for it will fall short. It's been kicking around for years, and seems to always be in a "not-quite-released 0.999999999999-beta" state, unfortunately. For basic library browsing, playback, and sample info provided by the "player" version (which is mostly what I need), I've found it useful over the years. But it looks like the stuff you're looking for in the "Pro" version is either "planned" or "in development". Oh well.

@codec_spurt it's a quite long time since last post here, but I agree with you... It is not sexy but there is a need, we just release a new update to Breezer (he is around from 2010) but given the lockdown, a cosmic alignment, or whatever, we finally managed to release a new version (vastly improved from the ground up) is a RC1 for sure but we move way along this year and the plan is to go in production by the end of the year (we have this development timings). To be honest is the first major release in years.
But yes in the past 10 years I see many companies coming and failing, it is a niche market and I agree that for most developers is not sexy, but when you go down in the details... well it is incredible how many small details in each one workflow you have to accomodate. Really do it right takes a lot of time, resources and analysis.
