Can anyone tell where i can find similar funk/disco samples like in the track that i've attached down below?

You can find them anywhere really. You could just cut it from the track you attached, it sounds like a clean source.
Note: clean sound, not copyright cleared.

I've tried Splice and Loopmasters without any luck...

Try some random vinyl or compact disks of 30+ years ago.
Most rompers have something usable onboard.

But why not just use what you have right there??
