The question is: Why does it matter to you?

Rather smells like the typical "Hey guys, agree with me already." (also often referred to as "insecurity", I think). It's your money, it's your computer, it's your dongle or soft eLicenser. Only YOU can decide what is important to YOU.
I think insecurity is legit, when it comes to choose how spend your money.

BUT, for this, I agree with you: who could say what is the right choice, without having OP wallet, OP laptop, OP need to get Padshop 2?
No offense intended, but this is the typical question that, between the lines, says "Please, tell me that I'm right".

I wouldn't pay any extra to get rid of the dongle. having said that, I have a newish laptop which has 3 USB ports (actually I think it has 3 USB Bs and a 4th C - can't remember exactly) but anyway, a dongle isn't a hassle. And if you've been using Cubase, a dongle just becomes part of life. I've used a dongle from 1990 onwards - remember those hulking great red ones you used to get with Cubase 1? :? So it has never been an issue - I always just saw it as something you use to make music, end of.
Having said that I would probably baulk at having a second dongle - which is the reason I haven't bought any Eventide plugins, even though I want some.
I get the limitations if you have an old PC/laptop (well, laptop anyway, even old desktops had plenty of USB ports). And if you like Padshop enough, spend the extra.
TBH I have Cubase 10.5 and I haven't once opened Padshop to try it out yet...go figure

Dongles cost money. Why would I need to pay to not have a Dongle?
This is the same method MJ used when he was working on Anthony Marinelli's Thriller.

everyone else knew what he meant but you, not too swift r u...
