Yep, though once you activate it, you don't need to be connected to the web.

So a free plugin that requires authorization. Why do developers do this?

Asking for an email address and giving out the actual download link that way is sufficient for mailing list roundups. There's no reason to include c/r / online type of authorization in the plugin binary itself.
