Newb here (Downloaded this evening), so forgive me if this is a dumb question (& also why I'm posting here). I've searched around and don't see a definitive answer.
Is it possible to set a gradual velocity from Minimum to maximum?

You can probably automate it somehow but it depends which software you're using.

EDIT: per your second post, i understand you want to increase velocity for one only note over time.
As far as i'm understanding midi, velocity is a single discrete information for a note ; evolving velocity for a note by this definition as no sense (although i know nothing about MPE subject). Velocity is the one only value strength at which you hit the note.
If what you want if make a volume increase over a note only, this is not called velocity, this is called volume.
You can use a modulator for this. Modulator would have his proper arranger line, not linked to notes, but linked to time. The target parameter of the modulator would be track volume.
Otherwise, in [some/most/all] arrangers you can display and edit the volume automation line of the track.

I think your subject is called velocity automation.
Is it possible to draw a bottom up line in a velocity automation section ? Most of the daws allow this which is called "curve automation".
Though because velocity is a discrete information (= only one value per note), drawing a velocity automation line is often transformed by the daw in one point per note, though theoriclally the daw could let the line as is - aka keeping the smooth line and under the hood mapping to discrete velocities while playing.
