buying DAW online

As a person who lives in the US, I’ve bought plenty of software from European vendors (Best Service and Plugin Boutique come immediately to mind) License keys are typically given by email. If you happen to be buying from some retail vendors though, they may need to snail-mail you the license, which comes in a DVD case and contains a card with your license number on it. I think it depends on the vendor (MusiciansFriend and Sweetwater sell their software that way quite often). Again, MOST vendors (US or European) deliver keys by email within 24 hours. It’s never happened to me, but some deals are either US or EU only as well. You should contact the vendor if in doubt before making a purchase, if you aren’t 100 percent sure how it will go.

Are you referring to a USB licenser maybe? Usually you can buy one locally (like Steinberg's elicenser for Cubase) and load the license key on the USB dongle. In case of Steinberg you receive a code by email and you need to load it to the dongle using their software. I imagine most dongles work this way and they don't come usually come preloaded unless you buy second hand.

You can load many licenses on Steinberg dongle. Not infinite number of them but significant one. But only for products that support their copy protection system (Steinberg, old Vengeance Sound, not many). I don't own Omnisphere but as I know they use different copy protection system.
