Tracktion BioTek: https://www.tracktion.com/products/biotek 4op FM with samples, VA, granular and a lot more. I haven't tried it, but it looks interesting.
UVI Falcon: https://www.uvi.net/falcon This one probably doesn't come to mind when thinking of FM synths, but one of its oscillators is a 4op FM synth. It only has sine waves for the operators, but it has 11 algorithms compared to Yamaha's 8, and the modulation capabilities are deep. If you need more than 4 operators you can load more of the FM osc into your patch. Or use the wavetable oscillator, which has an FM modulator. If all you want is a 4op synth, this would be a rather expensive option, but it's worth considering if the other features are needed.
At any rate, if the point of this thread is to list all 4op synths, then these should be on the list.

Yes, Ableton only, but it was one of the first 4OP software synths (THE first??) and it still sounds very nice....
