Answering my own question - blimey, it IS possible! See answer here on the Steinberg forums:

So you can buy an upgrade now, do NOTHING WITH IT, then just wait til Steinberg releases a version worth upgrading to. If you played a long game and were really patient here, you could save many hundreds. More realistically, it does take a lot of the risk out of this plan - if 10 turns out to be terrible, just hold tight for 10.5.

I understand that Reaper, Pro Tools and Logic are getting ARA2  .
Also likely Cakewalk, Samplitude, Waveform and Mixcraft.

So Cubase will likely also get ARA2. :o
When ARA2 is announced very likely Reaper, Pro Tools and Logic will immediacy release a version that includes it.
So If Cubase gets ARA2 it will also quickly release a version that includes it whether it is 9.5 (unlikely) or version 10. This is why there my be an early release of Cubase 10. :D
OR
Steinberg may just announce "hey, Cubase 10 will include ARA2 when it is released"

OR Cubase will not get ARA2.

Bumpy. Does this loophole still works ok? I have 10 pro and not really into upgrading to 10.5, but if i buy now and activate it when 11 comes, then i will save the amount that would take to upgrade 10.5 to 11? That would be so cool, in the sense that user could directly express how they feel about the update. Lousy update, less activations.

Yes, Steinberg allows this to happen. I had Cubase 9.5 and I bought the upgrade to Cubase 10, but I haven't activated immediately. Instead I have used the activation when the grace period for Cubase 10.5 started and now I have 10.5 Pro. I was not really thrilled about the new features of 10.5 either, so I was keen to wait for the 11 Pro grace period, but in the end I said ok, I will go with 10.5. I must say that being able to wait for such long period of time was kind of rewarding too, since I have the feeling I'm starting to become a collector, so winning against the desire to immediately activate was also rewarding. Have a great one - and Merry Christmas soon enough! :)

Will there be a lower price than the $59.99 for the V10 to V10.5 update?
What would be the latest day that I can get the V10 to V10.5 update to take advantage of the activation "loophole".
For me Padshop 2 is the primary reason I will consider all this.

Typically, no. The point upgrades aren’t discounted.

Thanks.
I will then likely get it in the summer of 2020.
I assume Cubase 11 will be out December 2020.

Seems like a good plan, i'll go the same route. From 10 to 11 should be pretty ok value in my book. No way i could play the "wait game" longer, yes i'm weak.

Apologies if this question has already been answered, however I couldn't find a specific answer: I currently have an unactivated version of Cubase Pro 10. Is it possible to use this unactivated license for Cubase Pro 11 (or even 10.5)? If so, what are the steps that I need to take in order to update. I've read numerous times of people updating to newer versions from an older unactivated license, just want to see if this is still a possibility.

unfortunately not

You'll have to update to 10.5 to qualify for that price.
You do not have the required permissions to view the files attached to this post.

"a full version of Pro 10, I'm pretty sure when you do install, it will automatically take you to the latest version"
10.5 is a paid upgrade. I seriously doubt they're going to give us that for nothing.
I did the search and produced that image: there is no upgrade price for 10.0x to 11. The price of $99.99 USD is for 10.5 users period.
So one could activate the 10 and see if it magically lands a 10.5 auth on your elicenser interface and key. I don't think it can perform that trick.

I very much appreciate everyone's thoughts regarding this. Due to having the unused and unregistered update to version 10, and without much hope in being able to update to 11, I resigned myself to updating to 10 with the notion that it'll at least contain some new features and an improved GUI. So you can imagine my shock upon entering the authorization code/number into the USB licensing manager and receiving a message that advised "the vendor has updated you to version 11" (it said something to that effect). So I guess, in some circumstances, it works. The logic behind the updates and the update path still remains a mystery to me- however, I must say, I'm quite happy I'm on 11. It feels like Steinberg has really taken the time to improve the interface; bigger space allocated for common button/faders, improved contrast for others. Lots of stuff where it should be and other less used features neatly tucked away.
