Where Is This In Cubase?

Cubase is CONSTANTLY giving me fits with buttons and settings just disappearing between projects. I already have TONS of problems with the grid and quantizing in Cubase, as it constantly is trying to force me to pull my midi data out too long or too short to abide by Cubase quantize AT ANY quantize setting.

There is AT TIMES a window where I can fine tune the quantize with options like "Subframe", 1ms, 10ms, 100ms, 1000ms etc.

I can't find this on my current project and I can't find it listed as an option in any of the setup menus. Where is this setting and what is is called?
