Pulses are simply sounds that are oscillating (in and out) with an LFO applied on some parameters (volume, cutoff....) that make them more alive like a pulsation.
It’s really not a new concept and a lot of sets have pulsing sounds inside.

I have seen them in a few u-he synth libraries and maybe even omnisphere.
I think the first think I saw them, they were labeled with the prefixes PL and I was thinking these don't sound like plucks
