Easiest way to use MIDI controller knobs as mouse scroll wheel

I'm wondering if there is a simple way to use a generic MIDI controller to manipulate plugin knobs by mimicking mouse movements (scroll wheel) — not by sending MIDI data to the DAW. I just want the DAW to think I'm using a mouse.

Basically, a less elegant version of what nOb does. Maybe something like Bome MIDI Translator could accomplish this?

Any ideas would be appreciated, although I'm probably making no sense. Thanks!

Yes, Bome can do this, look at the bottom right.

With this outgoing action, you can move the mouse, click mouse button(s), and move the wheel.
