Within the same PART is it possible to have individual LAYERS (or KEYGROUPS, for that matter) send to FX? Looking at the TREE view, it would appear to be so. However, I cannot manage to do it! For example, I have a PART with two LAYERS. I would like LAYER 1 to send to a reverb and LAYER 2 to remain dry. How do I do this?

On TREE tab, make sure you have all the display options enabled (FX nodes, event processor nodes, modulation nodes, aux FX nodes). Aux FX is the important one.
Now when you expand the layer you want to uniquely affect with FX, you will see Send > Program: Aux 1-4 nodes available. Raise the slider there to up the send level. Now, right below the program slot in the tree, you will see Aux 1-4 nodes. Right-click Aux 1, from here you can Add FX. Pick your preset et voila!
